I already had this error trying to update 16.04.1 LTS
The problem is that the /var/lib/update-manager/meta-release-lts-
development file doesn't exists on my system.

I fixed the problem creating a new
[Expired for update-manager (Ubuntu) because there has been no activity
for 60 days.]
