It doesn’t have “Cc: sta...@vger.kernel.org <mailto:sta...@vger.kernel.org>”.
Generally important fixes will also send to the stable mailing list, so Linux 
stable (4.4, 4.9 and 4.14 in this context) can pull it in.

I am not a native english speaker, but from what I can understand, it’s
more like a caveat instead of a recommendation.
