We discussed this at the ubuntu developer sumit and the plan is to add
a tool that helps freeing up space.
The thing that annoys me, is that not all icons are resized, making my
desktop look really chaotic. Fonts and fontsizes should be configured in
appearances. Perhaps it would be nice to have a global setting for
panels to select whether or not the icons should be stretched, but
that's another discus
