I tested with the latest daily build ISO for Ubuntu (from yesterday, at 17 UTC). Now, if you select the Sinhala language in the installer, the "Sinhala (wijesekera) (m17n))" input method is included in the list of active input sources by default. It can be choosen either from the input source menu in the top bar or via the <Super>+Space keyboard shortcut.

This is true both if you run a live session ("Try Ubuntu") and at first login after the installation has completed.
