Yes, that's how it would reasonably be done if it's decided to drop it 
from 'live'.

Only on Live session, mozc-utils-gui is not essential.

ibus-mozc works without mozc-utils-gui (and without japanese language pack).
If mozc-utils-gui isn't installed, just indicator of ibus-mozc doesn't
show menus
related mozc-utils-gui (e.g. "Character Palette" menu).

I think that almost users who would like to customize input method by
mozc-utils-gui, install ubuntu first and then exec mozc-utils-gui and
customize input method.

However if there are users who live in 'live' session, they will expect that
mozc-uitls-gui is installed on live session. But I think these users are very
rare case.

* dropping mozc-utils-gui from 'live' is acceptable.
* mozc-utils-gui should be installed non-live session with out-of-the-box.
