Let's take a quick look at this though.
We import packages from Debian. 1.4 is an old version present only in Xenial:

I found that the package "Weechat" (Weechat-Core) is version 1.4 in the
repos,
Version 1.4 is an old version (released Jan 10, 2016), current version
available is 2.0.1
