Those particular kinds of failures aren't detectable automatically by
the usual retry-depwait mechanism. I've retried them.
Most of them worked, but statsmodels/riscv64 failed without a log again.

Could this have also affected autopkgtests? pandas is now being held in
-proposed because a snakemake autopkgtest hung:

I don't think so, but an autopkgtest person should probably have a look.
(autopkgtest and Launchpad shares cloud infrastructure, but Launchpad
doesn't operate autopkgtest as such.)
It might be an unrelated hang - several of my packages sometimes do that
(on Ubuntu but not Debian) and we're not sure why:
