Problem is found and fixed. It was in ~./local/share/ubuntu-system-settings folder. Somehow normal structure of this folder messed up. Normally, there must be 1 file "updatestore.db" but when it broke there were no such file, only an empty folder "Pictures". (???) How can it be possible?

No, I didn't, except UT Tweak Tool. But it was more than month ago, to tweak some settings. And it was done step by step as on my Meizu MX4. I fixed the ownership after writing the previous letter. But now some apps just won't start :D for ex. Terminal and File Manager. Something fishy is
