One adminsitrative question: fwupd is in main and the Foundations team
are committed to looking after it. Is your proposal made on behalf of or
in coordination with the Foundations team? If not, what's the Foundation

The existing firmware-updates exception was granted by the release team a
number of years ago:

This worked relatively well at the time, but a few notable changes have
happened since then:
- More security sensitive updates to the OS such as "UEFI db
