adding a package but rather replacing one package with another for the same
functionality.

Wireless Extensions support in the kernel has been deprecated[1] for a long
time now. wireless-tools[2] userspace utility should be removed from the
archive.

It is seeded in desktop-common

https://launchpad.net/ubuntu/+source/libnl3 is considered as a replacement
for libiw-dev (wireless-tools), it already in main.

iw[3] is considered as the alternate for wireless-tools utilities. I think
we can introduce it as a replacement.

iw is the userspace utility for configuring wireless devices. It will be
nice to include by default in absence of wireless-tools utilities.

* How long has this package been in Main? Are there any open CVEs or high
(or greater) priority bugs, or any other known issues with it?
iw was introduced to main in Precise Pangolin. There are no open CVEs or
high (or greater) priority bugs.

* Who takes responsibility for this package and what is the best way to
contact them?
