It is seeded in desktop-common https://git.launchpad.net/~ubuntu-core-dev/ubuntu-seeds/+git/platform/tree/desktop-common#n46 https://launchpad.net/ubuntu/+source/libnl3 is considered as a replacement for libiw-dev (wireless-tools), it already in main. iw[3] is considered as the alternate for wireless-tools utilities.
