Ubuntu 16.10, code name Yakkety Yak, does not support non-PAE systems.

Please see https://help.ubuntu.com/community/PAE there is a subset of
processors that support PAE but do not advertise it correctly for
which workarounds exist.

Physical Address Extension (PAE) is a feature found on almost all
32-bit processors produced after Pentium Pro, ie. younger than around
1995. Because PAE is close to being a standard it is now a requirement
for Ubuntu: During installation, the processor is prompted for the PAE
flag, and only if present the process will carry on.

Since Ubuntu 12.10 only the PAE releases are maintained. Thus this has
been the case for 4 consecutive years already.

Ubuntu 12.04 LTS is supported until 2017, and you can use 12.04.1
media to install on non-PAE hardware. You should be able to find
12.04.1 installation media archived at
http://old-releases.ubuntu.com/releases/12.04.1/

Hi guys,
Yakkity has a kernel with pae enabled. It will not boot on my 32 bit system, 
The bios does not have pae available. Could you release a version of yakkity 
without a pae kernel? People with pae available can then update the kernel 
after the system is running.
