Since Ubuntu Touch development has stopped I would say enhancements
won't be completed...

I am currently aware of no way for an application to record 'in the
background' due to the app lifecycle.

FYI, pulseaudio (bug #1224756) and the camera-service (bug #1230366) are
in the process of landing with trust-store integration. Should this bug
be looked at again now?
