Works here on a new install of freeradius freeradius-mysql.
Maybe you have manually deleted /etc/freeradius/sql/mysql/dialup.conf at one
point, which would break further configuration. I'd advise to:
$ sudo apt-get purge freeradius freeradius-mysql freeradius-common
$ sudo apt-get install
Attaching a debdiff which (re-)removes the autoconf capability from
postgres_space_.
This debdiff also takes care of bug #406276.
