Sorry, also by changing the status to incomplete what do you need from
me? I stated in the initial report that it's caused by php-cli, so me
not providing apache logs is irrelevant imo.

It's a bug in libltdl that is in Ubuntu.
See /usr/include/ltdl.h on the affected system. It has a line:

And: Howard Chu still explains NOT TO USE GNUTLS with openldap! It is
broken by design! Do not wonder for strange behavior, if you do not
trust the core developers.
