The proper way to do this kind of permissions change in a way that
persists future package upgrades is to override permissions through
"dpkg-statoverride". The tomcat6 package is thought to honor such
overrides properly, please reopen the bug if you still have issues when
using the debian way to do

the packages postinst to better support installation from package.
