It looks like the installer was unable to create the ntp account as
there was a lock on /etc/passwd; please can you check for the presence
of /etc/passwd.lock and /etc/shadow.lock to see if this is blocking the
process.
If these files are present, please try removing and re-installing ntp.
I can confirm that running the command above on a clean maverick install
with slapd + ldaputils generates the error as described above. This is
a change in behaviour from lucid where the command above returns:
ldap_bind: Invalid credentials (49)

applications using winbind for NSS. The apps tend to freak out when they
try to do NSS lookups (ie getpwname). Sigh.
