I've just installed a HP Microserver (N40L) with the latest installer
from precise-updates/main/installer-amd64/20101020ubuntu136.9/images
/quantal-netboot. The installer fails to activate the raid, so I had to
drop into a shell, write dmraid -ay, to continue the installation.
After the install,
I confirm this bug on a freshly installed Ubuntu 12.04.2. However, it
does not appear on an apparently similarly configured (yet older,
probably installed as a 12.04.1) machine.

Indeed, this looks useful.
However, performing the rate limiting in the kernel using firewall rules
can be more efficient and not require any BIND patches.
There are three mechanisms I can think of for performing this rate
limiting today, without waiting for updates:
