It was not a typo, looks as if I was incorrect. Then the MAAS code needs
to be checked to make sure only service foo restart is being used. I
believe this is the case, so the code might not have to be adjusted.

This is an Ubuntu 14.04 Trusty box and since Apache on it has replaced
the conf.d directory with the conf-available/conf-enabled directories,
augeas httpd lense no longer works for changing conf file settings.

@Blake: It should be exactly the other way around: restart foo is
upstart specific, service foo restart works with systemd, upstart,
sysv, and any other init system. I figure it was just a typo, but let's
better be clear here :-)

I haven't seen an error like that, and cannot reproduce it here.
Another way to test that apparmor is causing the problem would be to add
/dev/** rw,
at the bottom of the file /etc/apparmor.d/abstractions/libvirt-qemu.
When you next start the vm apparmor should allow it full access to all
