I'm having issues where the core cloud-init fetches the password before
the per-boot script is run, thus invalidating the functionality
(passwords can only be fetched once).
IMHO, the datasourceprovider should only fetch the password if it
intends to do anything with it, which afaik is on the

Confirmed this is still an issue with 14.04 and tomcat7-user
After installing tomcat7-user, those 3 folders are both not in Catalina_home,
nor catalina_base.
/usr/share/tomcat7/
/var/lib/tomcat7/
Nor do these three folders exist inside a tomcat user instance folder.

This turned out to be something of an involved change, which I'm still
working on.
Essentially, the cloud-init Azure data source will _always_ set the
hostname to that provided by the fabric, even before the configuration
modules that would normally do it (i.e. set_hostname and
update_hostname).
