While doing the 15.04 upgrade clamav did not upgrade. I used apt-get
remove clamav packages; however, there seems to be a leftover file from
the upgrade.

I found the problem to be an incompatibility between the latest version
of nginx and the add-on firewall, naxsi. (within nginx-core). It has
nothing to do with Ubuntu.
I removed naxsi, and now nginx runs fine, and my system reboots without
the error.
