For the recent crashes the pointer seemed always consistent with

@Nish: Big thanks for sharing the thoughts of the server team and that
you take this issue serious :) Running quite a lot web servers with PHP
on Ubuntu LTS and RHEL in prodution, i like give you some short feedback
on the mentioned options:
1 & 4: are a no go if Ubuntu Server wants to stay as
A short term documentation only fix would be to describe the behavior of
`DNSMASQ_EXCEPT` (in relation to resolvconf) in `/etc/default/dnsmasq`
so that users don't have to RTFS of `/etc/init/dnsmasq` to figure out
how to do this...
The changelog comment calling `DNSMASQ_EXCEPT` "obsolete" is
Debian actually was faster, and uploaded 1.9.10 today. As soon as that
is available, I will merge it into Xenial.

This SRU collided mid-air with another update that was needed. Given
the 7-day baking period for SRUs, we've stacked the two SRUs rather than
waiting for this one to clear. But no re-verification is needed, as the
delta for the new SRU doesn't change any related code.
