Public bug reported:

Doesn't access via service command after installing squid. Possible it's 
happened, because hasn't appropriate file located in /etc/init.d folder.
According to last line in https://help.ubuntu.com/lts/serverguide/squid.html is 
'sudo service squid3 restart' and it seems configurable via service command.
