To reproduce:

(1) Create a new apache module skeleton directory with apxs2:

$ apxs2 -g -n test

(2) Execute `make install' in the skeleton directory:

[... compilation messages ...]
/bin/bash: line 1: /build/instdso.sh: No such file or directory
make[1]: *** [install-modules-yes] Error 127

The following patch fixes the problem:
