the log_dir variable in /etc/keystone/keystone.conf configures where
logs should be written to.
On ubuntu, this should be /var/log/keystone
Currently, packages on 14.04 (keystone 2014.1~rc2-0ubuntu1) do not set
this variable, meaning logging will not work out of the box.

the box, installed using:
# apt-get install memcached libapache2-mod-wsgi openstack-dashboard
(Havana on precise worked in the same way)
