Public bug reported:
When creating a container with template ubuntu-cloud the service
cloud-final is not executed resulting in a incomplete installation.
TEST CASE:
1. Copy the user-data script in attachment to a local directory (you can remove
the package list to go faster)
2. Create a new
assign: utlemming
