when running saucy maas on precise (via cloud-archive), access to the
static images is denied.

<adam_g> dropping 'Require all granted' from maas-cluster-http.conf
helps

https://wiki.debian.org/Apache/PackagingFor24 suggests that we shoudl be
able to use version specific content in a single config module with
'ifversion'.
