I don't really care which package it is in, but you should probably make
the package suggestions include it.

mkpasswd: command not found


Related to bug 284416 but I don't want to reopen that one. I am not suggesting 
splitting the package.

on openSUSE, the equivalent works fine:

# mkpasswd
If 'mkpasswd' is not a typo you can use command-not-found to lookup the package 
that contains it, like this:
    cnf mkpasswd
# cnf mkpasswd
                        
The program 'mkpasswd' can be found in following packages:
  * whois [ path: /usr/bin/mkpasswd, repository: zypp (openSUSE:Stable_OSS) ]
  * whois [ path: /usr/bin/mkpasswd, repository: zypp (repo-oss) ]

Try installing with:
    zypper install whois
