you can reproduce the issue even without using puppet:
root@admin02:/usr/share/augeas/lenses/dist# augtool
augtool ls files/
augtool
it should display files

I think you have a different issue then. Hadmut's issue in this bug is
specifically about puppet's behaviour in
/usr/lib/ruby/vendor_ruby/puppet/provider/augeas/augeas.rb. This file
isn't used except by puppet.

Please could you provide a minimal test case? As far as I can see, if
#{Puppet[:libdir]}/augeas/lenses does not exist, then there should not
be a problem. Or is an empty load_path a problem?
