This is a bug in the maintainer script then, and does not invalidate the
bug report.
The workaround works, but is still a workaround and not a proper fix.

The maintainer scripts for this package assume that if installed, apache
is running and will try to reload the configuration; if apache is not
running, then the reload fails and the maintainer scripts fail. Please
try enabling apache and then installing the package again.
