IPMITOOL is required to be installed in MAAS server since MAAS uses
IPMITOOL to interact with the HP Moonshot Server.

HP was able to figure out the issue. IPMItool is required to be
installed on the cluster controller in order for the moonshot nodes to
be powered on. Please add that to the documentation thanks.

After discussing this with HP engineers. They are telling me that maas
is supposed to enlist the nodes with IPMI2.0 not the iLo4.
