Please sync popt 1.16-10 (main) from Debian unstable (main)
Explanation of the Ubuntu delta and why it can be dropped:
* Update libtool.m4.
* Update libtool.m4.
Debian uses dh-autoreconf directly.
Changelog entries since current utopic version 1.16-8ubuntu1:
popt (1.16-10) unstable; urgency=low
* debian/rules: move dependency on target autoreconf-stamp from
configure (which isn't called) to configure-deb-stamp and
configure-udeb-stamp.
* Patches: 757935-autoreconf.patch: add change to Makefile.am of
testit.sh path.
* That'll teach me to try to be too clever! (Closes: #757935)

by gcc) to #elif.
