Indeed, this was fixed in Debian a while ago. The package doesn't use
dh-systemd and --with systemd, that should be sufficient. We are a
dozen versions behind, this package is in need of some merging.
Subscribing the last few uploaders (Robert, Ben, Robie), could you
please look into this?

there's a whole lot of other bug fixes.
