Public bug reported: In ceilometer-common.postinst, permissions for the dir /var/log/ceilometer are set to 750.
In http://docs.openstack.org/developer/ceilometer/install/manual.html it's stated to "Note Please make sure that ceilometer’s logging directory (if it’s configured) is read and write accessible for the user swift is started by." That means the perms need to be 770, not 750.
