allow to backport this version into older (kernel 3.13 and older)

Accepted iscsitarget into trusty-proposed. The package will build now
and be available at
https://launchpad.net/ubuntu/+source/iscsitarget/1.4.20.3+svn499-0ubuntu2.1
in a few hours, and then in the -proposed repository.
