Hello Javier, Actually the release notes for the version you were at:
https://wiki.ubuntu.com/BionicBeaver/ReleaseNotes#netplan.io already deprecated ifupdown in favor of netplan.io. Upgrade path to 20.04 has likely uninstalled bridge-utils because of that. You can keep using ifupdown + vlan + bridge-utils + net-tools but do have in mind that those tools are being deprecated in favor of: systemd-networkd, netplan.io, iproute2, etc. Good examples on how to obtain the same result using netplan.io can be found at: https://netplan.io/examples For now I'm marking this as a Invalid bug.
