From the Dependencies.txt of the original report the version of sysv-rc is
2.86.ds1-38+etchnhalf.1 and obviously not the one provided by Ubuntu.
Seen recently in bug 504500 and confirmed by reporter.

I have installed ntp 1:4.2.4p4+dfsg-3ubuntu2.2 recently. Installation
and scripts works fine here (8.04 up to date), could you try to upgrade
your system and check if this issue is still present?
