I'm completely guessing here, for me it may have been that I have an
instance of mysql running as part of of my bitnami redmine install.

I solved this issue by reinstalling mysql.

Main issue seems to be:
[ERROR] Fatal error: Can't open and lock privilege tables: Table 'mysql.host'
doesn't exist
There is also this line in the dpkg logs:
/etc/init.d/mysql: WARNING: /etc/mysql/my.cnf cannot be read
