Thanks, Sergey, that would make sense. @Tomasz, what were you trying to do? There is not much point in restarting qemu-kvm unless you want to reset KSM variables. If so, then you must, as the error message said, use 'restart qemu-kvm'. If you want to restart libvirt, then restart libvirt-bin
