Actually there is another way. For some reason unknown reason, a
previous installation of bind installed a folder "named" in /var/lib
that somehow was creating problems. Uninstalling bind9, removing the
/usr/lib/named folder and reinstalling bind9 worked just fine. Therefore

Still having this issue and the suggested workaround doesn't seem to
work. However it works if I add the line:
/var/lib/named/etc/bind/* r,
to the file /etc/apparmor.d/usr.sbin.named

The apparmor profile is preventing access to /usr/lib/ssl/openssl.cnf and bind
9.6 now needs to be at least able to read that file.
Try adding the following line below " /etc/ssl/openssl.cnf r," in
/etc/apparmor.d/usr.sbin.named:
/usr/lib/ssl/openssl.cnf r,

make any difference
