Confirming this based on feedback from Mart_ijn
It would seem to me that this is most likely not samba specific, but a problem
where the update-manager didn't have access to the X display and somehow the
frontend was set to console.

note: After killing update-manager, samba.postinst was still running.
The terminal that was running the update-manager process had a bunch of
debconf: DbDriver passwords warning: could not open
/var/cache/debconf/passwords.dat: Permission denied at the end.

I kept getting debconf locks trying to reconfigure samba (dpkg-
reconfigure samba). After rebooting and running dist-upgrade again,
things upgraded cleanly.

I'm reaffecting to samba. If it's still an issue, the reproduce is and attach
the files /var/log/apt/term.log and /var/log/daemon.log
