Public bug reported:

I'm using ubuntu 11.04 alpha with openssl 1:5.6, but I cannot connect to
any ssh server, including a server on ubuntu 8.04 and a server on ubuntu
10.04. I downgraded to openssl 1:5.5, and it works.

openssl 1:5.6 is in `natty' source, I downgraded to `maverick' source.
