Oddly I seem to have more success once I managed to get a connection
over port 8443 using a natty client (via schroot)

Any chance you can shed some light on the symptoms described in this bug
report?
Bug 851611 appears to be the same issue - it looks like certain clients
(including wget which is used in the upstart scripts and euca_conf) are
unable to negotiate SSL connections with the CLC.
