Thanks for the bug report, please can you confirm that an ssh server
hasn't previously been installed on this machine, and /etc/ssh been
manually deleted?

Actually previously an ssh server has been installed but uninstalled
completely and also deleted the /etc/ssh folder manually. Surprisingly,
even after giving this error after starting ltsp server everything was
working as if nothing bad happened. I don't know what to assume and i
can't reproduce
