The previous package had a patch applied that added upstart

I believe this is the patch you've mentioned:

Puppet to manage upstart jobs as if they were sysv init scripts. After
double-checking, it appears this patch is in fact applied to both the
lucid (0.25.4-2ubuntu6) and
