* add lxc-shutdown command:
- 0060-lxc-shutdown: add the command to the source
- debian/lxc.upstart: use lxc-shutdown to shut down containers cleanly

I intend to replace this with a shell script along the lines of how lxc-
shutdown does it.
SInce lxc-start-ephemeral relies on it, i'm raising the priority to
high.
