I concur that the apparmor solution works. I haven't tried to figure out
if it's a race or not.
Is this an OpenStack issue or an Ubuntu issue? Sounds like OpenStack to

Why would you suggest cloud-init as a [source] package for this?
The fact that plymouth is broken is completely unrelated to cloud-init or
ubuntu use as a guest at all.
Wouldn't it be better to put this package closer to plymouth, so it is
more likely to be updated if ever needed?
I worked around this by putting the server name and IP address into
/etc/hosts.
My network initialization is static.
managed=false was already set.
Looks like a DNS issue?
