Since this bug was filed, python-neutronclient 1:2.6.0-1 has landed in
Ubuntu Wily. Does this resolve your problem? I have to admit I don't
know enough about Openstack to tell whether the requirement is 2.4.0
exactly, or 2.4.0 or newer.
