For strongswan, I found a reference in a 2018 workshop to work on
xt_cluster support:

No open bug reports about moving from ipt_CLUSTERIP to xt_cluster, just
references in old bugs about how that was wanted, but just
I'm not sure how likely this bug is to get attention from upstream for
an old version of apache, unless the problem still happens with the
latest release. Any ideas?

I haven't revisited this yet due to lack of time. Whoever gets to this
