In order to maintain the old behavior, we send a SIGQUIT in the pre-stop

No, I don't think that would help: ntpd gets started quite early
already, but it takes up to some minutes after logging into KDE before
the time gets fixed.
Therefore, I think it would require ntpd to be more aggressive with
fixing the time initially.

a natural choice there. Upstream may or may not like it, but I think
limiting mmap to a certain size actually makes sense.

Well, it's not completely arbitrary. It's the size that was used
previous to php 5.2.10. See _php_stream_mmap_range() in
main/streams/mmap.c.
