Looking at /etc/cron.d/awstats I can see that awstats runs as www-data:

Since i could not uninstall, i could not reinstall, and i could not upgrade,
I decided to be bold and break the installation much more severely in the
hope that it would trigger a more effective repair/reinstall.
I renamed /usr/bin/mysql; /usr/bin/mysqladmin; /usr/lib/mysql;
I'm slightly confused. These build tests are using an installed, live
mysql server and create temporary files somewhere in such a way that
mysqld needs to read them?
If that is the case, then maybe we could add to the mysqld profile something

I too had encountered this bug. I went to update manager and hit apply
updates. It got stuck on setting up samba for half an hour until I
followed johny's advice and type sudo service smbd stop in terminal.
The updates then continued on their own after that.
